Invert "No Chisel" Flag

All versions of the Desktop Tools Designer Software prior to version 3.9.10.66 have a bug with the "No Chisel" flag. Leaving the "No Chisel" flag empty causes the RSWA to display "Do not chisel" for that weld - the opposite is also true. This bug has been fixed in version 3.9.10.66 but any database that was created with an earlier version of the software still contains the wrong values.

This option will invert every "No Chisel" flag in the database.

If you run this operation twice in a row without making any other changes to the database, you will end up with the exact same data.
